Biden’s plan doesn’t stress enough the importance of access to data, even though the U.S. is light-years ahead of Europe on this. China collects data aggressively, and if this continues, China will build better AI models and gain more economic advantages. In the next few years, countries with the most liberal data access will gain the most competitive power on the world stage. Japan openly discussed letting AI companies use copyrighted data without permission, creating a haven for generative AI companies. Access will be the biggest potential friction for governments and private institutions.
