Communication denial forces drones to decide without waiting for human orders.

Jammers emit white noise across frequencies to drown out communication. GPS satellite signals go first because they are weak. Your connection to home base gets jammed second because you are far away and the jammer is closer. But drones close together, only hundreds of meters apart, can still communicate with each other because the nearest jammer is kilometers away. You have to assume information from home base arrives intermittently at best. This is why drones must make autonomous decisions. They cannot wait for human instructions that may never arrive.
