Biden’s plan treats AI like it can be controlled centrally, similar to nuclear weapons. But AI is now cheap and easy to use, which makes central control very hard. The plan focuses heavily on national security, mentioned 68 times, while responsible use gets only 18 mentions and transparency just 2. AI isn’t a single, simple thing, so treating it that way misses the mark. Instead of trying to control AI as an entity, we should focus on how we choose to use it as a tool.
